What types of projects does Zambrano Enterprises handle?

We specialize in planning, design, permitting, and compliance for petroleum bulk storage projects. This includes both above ground (AST) and underground (UST) storage tank systems for gasoline service stations, fleet and municipal facilities, fuel-oil heating, and diesel emergency generator systems.

What geography do you serve?

Most of our work is in New York (Suffolk, Nassau, Westchester counties, NYC, and the Hudson Valley) and Virginia. We accept projects in adjacent states case by case.

How does the permitting process work?

We handle every aspect of the permitting process. We catalog every authority with jurisdiction, prepare and submit the required applications, respond to review comments, and manage agency conversations through to permit issuance — keeping you informed at each milestone.

Which agencies do you regularly work with?

Routinely: Suffolk County Department of Health Services (SCDHS), Nassau County Department of Health (NCDH), Nassau County Fire Marshal's Office (NCFMO), Westchester County Department of Health (WCDOH), New York City Department of Buildings (NYCDOB), New York State Department of Environmental Conservation (NYSDEC), and local building departments and fire marshals.

What is compliance resolution and when do I need it?

Compliance resolution covers any open issue blocking operation or occupancy of a petroleum storage facility — failed tightness tests, Certificate of Occupancy / Completion holdups, notices of violation, signage variances, or substantial modifications required to comply with current regulations. We assess, plan, and execute corrective actions to close out the file.

How does your design and drafting process work?

We start with a site walk and a working session, produce preliminary drawings for your review, then develop the full permit-ready set: site plan, civil, mechanical, fire suppression, electrical coordination notes, and specifications. Every drawing is run against current code and agency requirements before submittal.

Do you work with retail service stations, fleet yards, or both?

Both. Our portfolio includes retail-branded stations (Mobil, Citgo, Global), independent operators, and municipal/fleet facilities (Village of Babylon Highway and Sanitation Department). The compliance fundamentals are the same; the operational priorities differ, and we adjust accordingly.

Can you handle variance hearings?

Yes. We've represented clients at variance hearings on tank design, signage, setback, and other code matters. We prepare the application package, the technical narrative, and present the case to the regulatory body.

Do you cover diesel emergency generator systems?

Yes. Day tanks, base tanks, fuel-oil supply lines, sub-base tanks, NFPA 30 / 110 compliance, and integration with the generator package. This is a frequent need at hospitals, data centers, and other critical-power facilities.
