New York layers NYSDEC Part 613 over county-level codes — SCDHS Article 18 in Suffolk, NCDH Article XV in Nassau, WCDOH Article XXV in Westchester. Virginia operates under the UST Technical Regulation 9VAC25-580 and the Virginia Petroleum Storage Tank Fund — and just rolled out a new compliance process effective October 2025.
